The policy pertains to the sending of a Notice of Violation and an Ordinance Violation Receipt (OVR) to the address of the registered owner of vehicle that violates any provision of City Ordinance No. 05-04 as amended by Ordinance No. 17-06 even without being apprehended by a traffic enforcer.

The No Contact Apprehension Policy covers all roads and intersections within the jurisdiction of Parañaque City..

The Notice of Violation and Ordinance Violation Receipt will be sent using PhilPost registered mail.

Parañaque City is electronically connected to the Land Transportation Office. Motor vehicle records and Driver’s License Information of violators are retrieved electronically using LTO’s Local Government Unit Integrated Law Enforcement System (LGU-ILES).

You may nominate the driver of your vehicle by proceeding to the Traffic and Parking Management Office at the Parañaque City Hall and showing as evidence the following documents together with the Notice of Violation and Ordinance Violation Receipt:

  1. Objection to Notice of Violation Document which you can download here

  2. Notarized Affidavit of the new owner/driver acknowledging the violation which you can download here

  3. Photocopy of the driver’s license to operate a vehicle

Please take note that the driver has five (5) business days to address the violation. If the driver fails to address the violation within the allotted number of days, the registered owner shall be held secondarily liable and such amount shall be demandable upon him/her.

You may proceed to the Traffic and Parking Management Office at the Parañaque City Hall and show as evidence the following documents together with the Notice of Violation and Ordinance Violation Receipt:

  1. Objection to Notice of Violation Document which you can download here

  2. Notarized Affidavit of the new owner/driver acknowledging the violation which you can download here

  3. Notarized Deed of Sale of the vehicle

  4. Photocopy of the driver’s license to operate the vehicle

Please take note that the new owner/driver has five (5) business days to address the violation. If the new owner/driver fails to address the violation within the allotted number of days, the registered owner shall be held secondarily liable and such amount shall be demandable upon him/her.

If your vehicle was stolen, you may proceed to the Traffic and Parking Management Office at the Parañaque City Hall and show as evidence the following documents together with the Notice of Violation and Ordinance Violation Receipt:

  1. Objection to Notice of Violation Document which you can download here

  2. Philippine National Police report that the vehicle was reported stolen

If you committed the violation in order to give way to an emergency vehicle such as an ambulance, fire truck, Police vehicle or the like, you may proceed to the Traffic and Parking Management Office at the Parańaque City Hall and show as evidence the following documents together with the Notice of Violation and Ordinance Violation Receipt:

  1. Objection to Notice of Violation Document which you can download here

  2. Evidence that there you committed the violation in order to give way to an emergency vehicle.

If you do not have any evidence, the recorded video of the violation will be used.

Traffic violators who refuse to receive or accept the notice issued to them without any valid reason shall be deemed to have had received it.

Parañaque City will also send an alarm to the Land Transportation Office for the motor vehicle registration; meaning, the registered owner will not be able to register his or her motor vehicle until penalties and/or fines are fully settled.

Lastly, Parañaque City will coordinate with the City Fiscal’s office, the Philippine National Police and The National Bureau of Investigation for appropriate actions.

Payment of fines and penalties shall be made within five (5) business days upon receipt of the Notice of Violation and Ordinance Violations Receipt, unless a contest is filed before the Parańaque City Traffic Adjudication Board (PTAB), in which case, the fines, as finally adjudicated, if any, shall be paid at the Parañaque City Traffic and Parking Management Office.

The violator may pay at the Parañaque City Traffic and Parking Management Office at the Parañaque City Hall.

If a registered owner of the vehicle does not address the violation within five (5) business days upon receipt of the Notice of Violation and Ordinance Violation Receipt, Parañaque City will send an alarm to the Land Transportation Office for the motor vehicle registration; meaning, the violator will not be able to register his or her motor vehicle until penalties and/or fines are fully settled.

Parañaque City will also coordinate with the City Fiscal’s office, the Philippine National Police, The National Bureau of Investigation for appropriate actions.

You may contest the violation by going to the Parañaque Traffic and Parking Management Office (TPMO) within five (5) working days upon receipt of the Notice of Violation and Ordinance Violation Receipt to file a contest. Failure to do so within the prescribed period shall be seen as a waiver of such right to contest the violation or present evidence as a defense.

Once the contest has been filed at the TPMO, you will be scheduled a hearing with the Parañaque Traffic Adjudication Board (PTAB). Pursuant to Section 124 of Ordinance 05-04, decisions of the PTAB shall be final and executory.
